What Is a Provincial Attestation Letter (PAL)?

 

A Provincial Attestation Letter (PAL) is an official document issued by a Canadian province or territory confirming that your study permit application falls within the province’s allocated cap for international students.

This requirement was introduced by Immigration, Refugees and Citizenship Canada (IRCC) in early 2024 as part of a new national cap system aimed at managing the growing number of international students in Canada.

In short: Without a PAL, most new post-secondary study permit applications will not be processed.
